Overview
Since 2012, Quod has provided strategic affordable housing, planning viability and housing policy advice in relation to the redevelopment of the Earls Court site. Advising initially for Capco and subsequently ECDC, Quod has supported the scheme from the original outline permissions through to the current re-planning process. This includes the evolution of the masterplan culminating in the grant of planning permission in late 2025 for the revised scheme.

Quod has led the affordable housing and viability strategy for Earls Court, balancing complex public, political and commercial priorities across a major London regeneration scheme.
Quod's Role
Quod’s role has been multi-disciplinary, combining affordable housing strategy; financial viability appraisal and negotiation; housing policy development; stakeholder engagement; planning strategy; and Section 106 formulation. Quod has advised throughout the evolution of the Earls Court masterplan, from establishing initial development parameters and policy flexibilities through to securing planning permission in late 2025 and supporting the scheme’s re-optimisation under ECDC. The work has required close collaboration with RBKC, LBHF, the GLA, Network Rail and Transport for London to balance infrastructure constraints, public land considerations, affordable housing delivery and long-term commercial viability.
