Overview

Since 2012, Quod has provided strategic planning advice to Places for People on the Gilston Park Estate, development of up to 8,500 homes, schools facilities on a c.1,000ha former Green Belt site north of Harlow, East Hertfordshire. Quod led consultant team to prepare and submit the first Village Masterplan for around 1,500 homes in March 2026, marking a milestone for the wider development.

Quod developed the strategic case for development, promoting the site through multiple plan-making stages, including a collaborative Concept Framework with the community, Council and Places for People in 2016.

Quod's Role

Quod’s role is multi-disciplinary, combining strategic site promotion; policy development and engagement; strategic case and economic analysis; planning application coordination & submission; Environmental Impact Assessment preparation; viability appraisal and negotiation; and housing and community infrastructure advisory. As lead consultant, Quod directed the wider technical project team in the development of sustainable and deliverable proposals for development. Quod has secured permission for the Strategic Landscape Masterplan, covering c.600ha of green infrastructure, open space and landscaping to support the development, along with accompanying information to satisfy related outline condition discharges.
